The Pima County Sheriff's Department identified Deputy Chance Kennedy as the SWAT team member who fired the fatal shot killing an armed domestic violence suspect in Picture Rocks Monday.

Kennedy is a nine-year veteran of the department, said Deputy Cody Gress, a department spokesman. Β 

Luis David Flores, 34, was shot and killed during a Special Weapons and Tactics team call that lasted more than five hours in the rural community northwest of Tucson. Β 

Authorities responded to a domestic violence dispute before 7 a.m. in the 11000 block of West Massingale Road, northeast of the intersection of West Picture Rocks Road and North Sandario Road, Gress said.Β 

Deputies received information that a mother was kicked out of the house by her son and a weapon was involved, said Gress. The son, who later was identified as Flores, barricaded himself in the house. Deputies saw that Flores had a handgun before he barricaded himself, Gress said. Β 

It was believed Flores had multiple weapons in the house and the Special Weapons and Tactics team was called out. Authorities negotiated with Flores to "peacefully resolve the situation," but Flores refused to surrender, said Gress.

Flores walked out of the house several times with a gun in his hand, Gress said. He said at about 2:30 p.m. Monday Flores came out of the house, but this time had a gun in each hand. Flores refused multiple commands to drop the weapons before "he was shot by a deputy who was a member of the SWAT team," said Gress.

Flores was given aid by SWAT medical personnel before he was taken to Banner-University Medical Center Tucson where he was pronounced dead a short time after his arrival, Gress said.

The investigation is continuing, and Kennedy has been placed on administrative leave, which is departmental procedure while a criminal and department administrative investigation proceeds.Β 

Gress said he did not know if deputies had previously responded to domestic violence calls at the home.
