As usual the "news" never get their facts straight.
The multi tube devices commonly referred to as "cakes" DO NOT shoot up rockets.
They propel small canisters of pyrotechnic composition which usually burst at the apex or burn on the way up depending on the effect.
Rockets have sticks attached and aren't shot out of small tubes.
