This tank was probably what was referred to as a "trickling filter" more often used to treat wastewater after pre-treatment. It could have been used as a aerating device but these tanks had rotating arms that spread waste water or a media often crushed rock. These units were often located in small residential neighborhoods that were not connected to larger sewage system.
