Sparks, administrator of the Children’s System in the Arizona Department of Health Services’ Division of Behavioral Health Services for 20 years, has also led policy and program development for the children’s behavioral health care systems of Idaho and Oregon.

He holds a master’s in social work in planning, administration and management from Portland State University and a BS in psychology from Oregon State University.
