Jeff Kelly says he's been living at Camp Bravo near Santa Rita Park in Tucson, Ariz. for a week. Anyone who comes to Camp Bravo can stay for 72 hours, after that if they want to stay longer then they need to volunteer to help maintain the area. Veterans on Patrol started the camp.
