A man was arrested for assault Wednesday morning after Oro Valley Councilman Lou Waters was struck in the face during a scuffle at the Oro Valley Town Hall, authorities said.

Thomas John Kamoske, 63, was cited for assault after a scuffle with Waters, 76. Kamoske is a member of a group seeking the recall of the mayor.

Waters was taking photographs of the individuals gathered in support of the mayor when Kamoske charged at him and shoved papers into the camera lens, said Sgt. Carmen Trevizo, a spokeswoman for the Oro Valley Police Department.

The action pushed the camera back into Waters face, resulting in an scrape and bruise above his right eye, she said.

Witnesses told police that after that incident, Kamoske fell to the ground and claimed he had been pushed by Waters. The incident was captured on video, which showed Kamoske deliberately falling, Trevizo said.

“We spoke to several witnesses and probable cause existed for an assault arrest,” Trevizo said.

Kamoske will have to appear in Pima County Justice Court on the charge, a misdemeanor.
