The number of Arizona children in foster care more than doubled between 2008 and 2016, soaring from 9,000 to nearly 19,000. Recent reforms by the stateβs Department of Child Safety are bearing fruit, but the agency canβt fix foster care on its own. For the past year, a team of Arizona Daily Star journalists traveled to six states where child welfare reforms have proven successful. They talked with more than 100 leaders in child safety to learn what solutions could help fix Arizonaβs broken foster care system.
