Trump's inauguration week order had already been on temporary hold nationally because of a separate suit, where a judge called the order "blatantly unconstitutional."
The lawsuit contends that the new policy is spreading fear of raids, thus lowering attendance at worship services and other valuable church programs.
Trump said he plans to offer a "gold card" visa with a path to citizenship for $5 million, replacing a 35-year-old visa for investors.
