Anyone can smoke cigarettes or cigars on campus and vape e-cigarettes. At tailgate parties, for example, smokers spew smoke in full view of city police, county deputies, state troopers and even campus cops but they are never stopped. At a homecoming weekend I complained to a UAPD bicycle patrol officer when I was exposed to secondhand smoke, but he replied "We won't take enforcement action." I pointed out a couple vaping in a car in a parking lot next to one of the astronomy buildings but he said it is allowed even though e-cigarettes can explode and burn, setting fire to adjacent cars.
I currently live in Tucson in an apartment complex with dozens of smokers, including parents of toddlers, smoking indoors and in common areas. Moreover, many of them receive public assistance but somehow have money to buy cigarettes.
