From the article: "The report’s most ambitious recommendations for laws and incentives never became reality. Instead, economics and politics dictated a voluntary strategy. But many of the voluntary measures weren’t fully carried out, ...." This sounds just like what will happen with the Paris Climate Accord, administered by the "trusted and fiscally honest" UN. All 200 signature countries made "voluntary", non binding promises to reduce their country's CO2 emissions levels and contribute certain amounts of funds. The UN will conduct a 5 year review after implementation of the deal to see who has and has not met their "promises." I can bet that like 2011 in Tucson, only a few countries will have met them, claiming economic or political impediments. As of May, the U.S. had paid $1 billion of tax payer money into the fund, India and China paid $0. Think about that!
