Your interpretation of these civilian deaths by drivers is certainly with merit and I am very happy to see someone bringing this up. I agree with you that alcohol and lack of enforcement are an issue. However, a major issue I've noticed (having only been here for a short period of time) is the darkness. There are not enough street lights in well crossed areas. I believe that the lack of proper lighting is a very big problem. I drive extremely slow in well traveled areas because I have noticed how poorly lit so many places are. I've been in about 20 cities in the US and Tuscon has among the poorest lighting for well travelled areas at night. Perhaps in addition to more enforcement this would be worth bringing to public officials attention, as I guarantee it would save lives, at least at night.
