2009 CPSA letter to SEABHS
In December 2009, Neal Cash, the CEO of CPSA, wrote a demand letter to Southeastern Arizona Behavioral Health Services, saying SEABHS needed to come up with a plan to improve its performance. Three months later, the state of Arizona awarded the contract to provide behavioral-health services in SEABHS' territory to another firm.
