In other action Tuesday, the Board of Supervisors:

* Voted 4-1, with Republican Ray Carroll dissenting, to approve a new, four-year contract for County Administrator Chuck Huckelberry that pays $216,000 in annual salary and deferred compensation, up 5 percent from his current $205,707. The board added eight performance standards to his proposed contract, including the development of a comprehensive strategic plan to make county government accountable to residents.

* Voted unanimously to require that developers move within the next six months to submit tentative layout plans to develop all land within a 21,140-acre area on the Far Southeast Side and a final plan in 18 months or lose the suburban density zoning approved for much of the area in 1959.

Changes to the Vail-Posta Quemada Zoning Plan were recommended by county officials who said the old plan is in direct conflict with the current Comprehensive Land Use Plan and with the county's Conservation Lands System requiring preservation of at least 70 percent of all sensitive lands when rezoned and developed.

* Voted unanimously to approve a series of fee increases and new fees for using various facilities at the county's Kino Veterans Memorial Community Center at 2805 E. Ajo Way.

People using the center's aerobics facility, for instance, will pay $2 for the first time, while weight-room users will pay $1.
