The Udall Foundation has hired a certified government financial manager to be its new finance and operations director.

The new hire, Scott Swarens, is charged with helping correct financial oversight problems and wasteful spending at the Tucson-based federal agency, which were uncovered in a 2012 audit by the Department of the Interior’s Office of the Inspector General.

The foundation has since developed a new strategic plan and replaced top administrators.

“This is a critical position on the senior management team and one for which Scott is very well qualified,” board chair Eric Eberhard said in an announcement. “We are confident that he will help build on the tremendous amount of work that has been done to strengthen the Udall Foundation’s internal controls and management.”

Swarens has 27 years in financial management and accounting experience with the Federal Highway Administration and the U.S. Forest Service, according to the announcement.

The Udall Foundation’s mission includes environmental conflict resolution and tribal policy consulting.
