Senators are expected to vote Thursday on a Republican proposal to fund the TSA and much of the DHS, except for immigration enforcement and removal operations. It's expected to fail.
Senators are reviewing a "last and final" Republican offer to end the funding impasse that disrupted travel.
The deal, which the Senate approved unanimously without a roll call, next goes to the House, which is expected to consider it Friday.
