Russia's upper house of parliament on Wednesday approved a controversial bill to create a digital draft system that could bar men from leaving the country amid Moscow's offensive in Ukraine. Senators backed the bill after parliament's lower house, the State Duma, passed the legislation on second and third readings on Tuesday. The bill has next to be signed by President Vladimir Putin to become law. FRANCE 24's Monte Francis tells us more.
