As a disabled person who trains their own dogs, this would prevent me from using them, possibly causing me issues, which is not the point. The point is Federal law is higher than state... by federal law there are no requirements to protect people like me! So there isnt an issue. And why it was previously unanimously rejected. Can you say Lawsuits!!!
