Rep. Matt Gress is hoping to convince the Federal Highway Administration to consider the segment of Interstate 11 around Tucson, which stretches between Nogales and Casa Grande, separately from the northern portion. Doing so, he says, could quicken construction of I-11, which is envisioned to one daconnect Mexico through Nogales to Canada.
