Floodwaters rushed through the streets of Nogales, Sonora on Saturday, Aug. 13, resulting in three deaths, including two children from Casa Grande, Arizona.
Alfonso Durazo, Sonora's governor, announced plans Monday to invest in new infrastructure to prevent future flood damage. Video by César Barrón.
