Life in a Nogales, Sonora, dump

In a city with no formal recycling program, waste pickers in Nogales sort through the waste to scavenge in an open dump for cardboard, bottles and metal to sell to private recycling companies. About 15 million people worldwide work as scavengers, with a global economic impact of more than $21 billion a year.

The city wants to apply a 45-cent monthly surcharge to all residential users.
