Police say Yanibra Moreno, 20, was driving when she fatally struck a bicyclist at Tucson's "A" mountain Oct. 11. She faces multiple charges including second degree murder.

The 20-year-old driver who is facing charges after a crash that killed a bicyclist on "A" Mountain last week was highly impaired at the time of the crash, court documents show. 

According to the interim complaint filed in Pima County Justice Court, Yanibra Moreno had a blood alcohol content of 0.400 at the time of the incident, five times the legal limit of .08.

Moreno was driving the wrong way down Sentinel Peak Road on Thursday morning when she struck and killed 73-year-old bicyclist Richard E. Ellwanger, police say.

After hitting Ellwanger, Moreno hit two other pedestrians who sustained minor injuries, and continued down the mountain above the posted speed limit, the complaint says.

Moreno eventually crashed into large boulders at the base of the mountain. 

According to witnesses, Moreno told her passenger that she "had children at home and needed to leave the scene before the police arrived."

Passersby urged Moreno to stay at the scene.

As she was walking away, still saying she needed to leave, officials arrived and detained her for an injury assessment. 

Officials with the Tucson police and fire departments were able to smell alcohol on Moreno's breath, the document says. 

"By the end of their initial medical assessment she had become incoherent and was crying and mumbling. She began to roll around on the ground and would not stay still or follow directions given to her by the paramedics trying to evaluate her possible injuries," the complaint says.

The complaint says she later became "combative" with medical staff at the hospital. 

The complaint also says that Moreno's passenger told her she shouldn't drive, but she "refused to give him the keys as they prepared to leave" the mountain.

When officials searched the car, they were able to find several bottles of alcohol, including a scotch and whisky blend.

Moreno is currently booked in the Pima County jail on a $100,000 bond. She is facing felony charges for hit-and-run, second degree murder, and three counts of endangerment. 

The investigation is ongoing. Anyone with information about the crash is asked to call police or the anonymous tip line 88-CRIME.
